Baker Strategy Ltd is a boutique advisory firm working with leaders whose decisions shape markets, public institutions and wider society. We combine practical experience of governing with a classical liberal commitment to individual freedom under law plus functioning institutions.

Our principal, Steve Baker, is a Privy Councillor and Fellow of the RSA. He served as MP for Wycombe for 14 years, including ministerial roles in the Cabinet Office, the Northern Ireland Office and the Department for Exiting the EU. He previously worked in military aerospace engineering and private sector software development, as a leader, engineer, manager and consultant.

Across these roles, Steve has led through some of the most contested episodes in recent British public life, from fiscal and monetary debates to Brexit and questions of national security. That experience, in combination with rigorous theory from academic partners, informs how we frame problems, interpret incentives and design realistic paths to change.

Baker Strategy Ltd is based in England and Wales and operates with a small core team and a larger network of trusted collaborators.
